Solar and electrical scope filed with the City of Cape Coral Permitting Services Division through its EnerGov self-service (CSS) online portal. Cape Coral issues its own solar and electrical permits, not Lee County. Under HB 683 (effective July 1, 2025) a qualifying single-trade solar and storage permit must be issued within five business days of a qualifying private-provider inspection affidavit.

LCEC interconnection application

Net metering application filed with Lee County Electric Cooperative (LCEC) in parallel with the permit. Florida net metering is governed by FL Statute 366.91 and FL PSC Rule 25-6.065. LCEC Tier 1 systems (0 to 10 kW) carry a $35 interconnection fee.

Install

If a re-roof is part of the scope it happens first, then the racking is attached, panels set, and the array wired to a new bi-directional-ready service. Third-party inspections at structural and electrical milestones.

PTO (Permission to Operate)

After final inspection and the LCEC bi-directional meter swap, the system is energized. From energization the array produces against your LCEC bill.

Cape Coral runs its own EnerGov CSS permit portal. SolarAPP+ instant permitting is not live in any Southwest Florida jurisdiction, so each local building department still issues permits directly. HB 683 timelines assume a qualifying private-provider affidavit and are not guaranteed.
